The basic idea of it all is that as a CO, you get a set uniform and vehicle. It's not meant to have nice things hence the green, but it offers players a chance to be LEO on TXDPSRP without applying for a department. As Ethan said, if you want to get more things as LEO you should apply for a department.

I have tried to join a department but I cant because I lack the intelligence to do so.
