I like to think of the CAD as a place where you can register vehicles, set vehicles as stolen, edit plates and more. So a place, such as the Department of Motor Vehicles. I feel like someone wouldn't be able to go to the DMV and make their OWN vehicle wanted. That's what a LEO would do...

I agree, though maybe not they might not do anything, but I think any punishments may or may not be very significant enough to keep them from doing it again. I also feel it's very hard to report a staff member though. I also have experience with this certain topic. I refuse to say names here...

It's completely disproportional to other fast vehicles (like the cyclone, which is gta's version of the tesla roadster). They get an applied speed limit, but LEO and donator vehicles do not.

Ok, if you want to remove anything that can be used to an advantage (pay2win), you can also remove the tesla roadster which goes a massive 250MPH. Or at least apply the speed limits like the other vehicles. I'm sure there's more than just the Tesla Truck and the Tesla Roadster.
